Chevaze McGregor was jailed for life in June 2017 for murdering Jeremiah in his Wolverhampton home. He cited his Christian faith as a reason for the punishment.
In police interviews McGregor produced a letter in which he stated: “The job of the parent is to correct. God gave us pain so we know to do the right thing.”
The 27-year-old bit his partner’s son, hit him with a rod and belt and fractured his skull during months of abuse.
However, a Wolverhampton Safeguarding Children’s Board review said the “severe level of violence” Jeremiah suffered could not have been foreseen.
An apparent “exorcism ritual” Jeremiah’s mother, 25- year-old Sindyann Regis, underwent when pregnant was only seen by council officials after a video was published by a national newspaper.
The review also said the boy’s mother voiced concerns that McGregor was controlling and scary when telling a midwife her plans of moving from Croydon to Wolverhampton to live with him.
The inquiry said Regis’ concerns were reported to the community midwife and GP in Croydon, but were not kept in her health records or passed on quickly enough to authorities in Wolverhampton after she moved.
It added that Wolverhampton’s children’s services did not know the family had moved for several months.
The Wolverhampton Safeguarding Children’s Board said no “safeguarding concerns” were flagged.
