Montenegro’s New Religion Law Has Christians Concerned

Deep within the Orthodox heartlands of the Balkans, one might expect local evangelicals to celebrate the passage of Montenegro’s first religious freedom law.

Instead, as tens of thousands fill the streets to protest against it, the relative handful of believers find themselves on the sideline of a struggle between giants.

And the stakes could further shake the greater Orthodox world.

Europe’s 6th-least evangelical country is also one of its newer nations. Having achieved independence from Serbia in 2006 through a tightly contested referendum, Montenegro is now seeking autocephaly—spiritual independence—for its local Orthodox church, viewed as a schism by the Serbian Orthodox.

Protests have erupted in Belgrade also, with thousands rallying last month against Serbian “suffering” in Montenegro and other neighboring nations. Crosses, icons, and church banners peppered the demonstrations.

But in Montenegro, rather than waiting for a liberating tomos (decree) similar to the one issued to Ukraine by Archbishop Bartholomew of Constantinople, who is the ecumenical patriarch for Eastern Orthodox communities, the government is acting to register all of its religious communities.

The protesting ethnic Serbian citizens of Montenegro fear the religious freedom law is nothing but a trojan horse for an elaborate ecclesiastic land grab targeting Serbian Orthodox Church properties.

“The law is a step forward, as it helps us ‘small religious communities’ have a legal basis to operate,” said Sinisa Nadazdin, pastor of Gospel of Jesus Christ Church located in the capital city of Podgorica and one of the nation’s five registered evangelical churches.

“But none of us want to enjoy this benefit if it will create in Montenegro a divided population, political instability, or potential violence.”

The law passed 45–0 in parliament, as the 33-member Serb-led Democratic Front boycotted the vote. Several MPs rioted within the chamber, and 17 were detained.

Church-led protests have been mostly peaceful, but Serbian Orthodox officials stated Bishop Metodije of Diokleia was assaulted by police.

“Do not expect us to go peacefully,” Bishop Joanikije of Budimlja-Niksic stated. “We will not arm ourselves, but we will defend our property with our very lives.

“When it comes to that, there are no rules.”

The essential features of the law, published by the Ministry for Human and Minority Rights, guarantee the right to change religion, to establish religious schools above the elementary level, and to conscientiously object from military service.

Replacing a 1977 communist-era law, it eases licensing procedures and permits foreign-born leadership and international headquarters.

But its final provisions for property registration fuel the accusations that the law targets the Serbian Orthodox.

Any land or buildings used for religious purposes prior to 1918 that do not have evidence of ownership will constitute state property as a cultural heritage of Montenegro.

Constantine, the fourth-century Roman emperor who issued the religious freedom–granting Edict of Milan, was born in modern-day Serbia. Southern Slavs, however, did not officially adopt Christianity until the ninth century.

The Serbian Orthodox Church was recognized as autocephalous in 1219, and it claims Montenegro was included within its territory.

Gains and losses in the Balkans by the Muslim Ottoman Empire shifted both political and ecclesial borders several times in the centuries that followed.

“Montenegro” was first used as a marker in the 15th century, and in 1905 it became an independent kingdom.

But in 1918 at the close of World War I, a Montenegrin committee deposed the monarch and integrated into the newly formed Kingdom of Yugoslavia. Two years later, the ruling regent ended what Montenegrin officials say was their own autocephalous church, placing it under the jurisdiction of the Serbian Orthodox.

In 1993, a renegade priest split and created a newly proclaimed Montenegrin Orthodox Church. Not recognized by any other Orthodox leaders, the Federal Republic of Yugoslavia (FRY) granted it status as a nongovernmental organization in 2001. (The FRY, consisting of the republics of Serbia and Montenegro, formed following the 1992 breakup of socialist Yugoslavia.)

And in 2018, the Montenegrin parliament officially invalidated the 1918 and 1920 decrees.

“The government wants to complete the process that started with the independence referendum,” said Nadazdin. “Promoting its own Orthodox church is another safeguard to preserve the Montenegrin identity as clearly separate from the Serbian.”

Nadazdin, an ethnic Serb, pastors a church of about 20 people. Members are primarily converts from among the Muslim Roma—commonly known as gypsies—of Kosovo.

The entire evangelical population of Montenegro is only about 200 believers. Less than half are citizens, and almost none of their leaders are.

Within Montenegro’s population of 620,000, only 45 percent are ethnically Montenegrin. Nearly 3 in 10 are Serbs. Bosnians and Albanians make up most of the rest, the largest part of the 17-percent Muslim community.

Orthodox believers make up 75 percent of the population, and, according to a 2009 poll, 70 percent of these identified with the Serbian Orthodox Church. Only 30 percent adopted the Montenegrin Orthodox body.

Stanisa Surbatovich, the only evangelical ethnic Montenegrin pastor in the nation, thinks the reality is higher than 30 percent. Though he believes the government is righting a historic wrong, he says most people have not been animated by the controversy.

“Until this recent religious law, most people identified themselves as Orthodox as part of their Slavic ethnic identity,” he said.

“Only the strongly political stressed the ‘Serbian’ or ‘Montenegrin’ aspect, and the average citizen is very confused by these demonstrations.”

Surbatovich, originally from California, came as a missionary in the mid-1990s. Born to Montenegrin parents and raised in the American parishes of the Serbian Orthodox Church, he appreciates the new law for its religious freedom provisions. Overall there have been few problems with government or church authorities.

Evangelicals are looked down upon as a sect, he said, yet partnered with the Serbian Orthodox Church to bring the renowned Montenegrin-descended evangelist Nick Vujicic of Australia—who was born with no arms or legs—to the area to promote handicapped access to churches in 2016.

Not that even the able-bodied attend regularly.

On an average Sunday, Surbatovich’s evangelical congregation of 25 people will represent more than 10 percent of churchgoers in Niksic, the nation’s second-largest city with an Orthodox population of 35,000.

Most haven’t even bothered to baptize their children, he said. And Thomas Bremer of the University of Muenster told Radio Free Europe that the Montenegrin Orthodox Church wouldn’t even have enough priests to populate the churches it wishes to occupy.

Christian Nonprofits Hit Hard by Trump’s Cuts to Foreign Aid

Christian ministries in Honduras, Guatemala, and El Salvador know they are in for a tough year. The US government has drastically cut aid to the three Central American countries in response to the large number of refugees who have fled north to seek asylum in America. Some of the more than $500 million of US taxpayer money was going to Christian nonprofits working on economic development, anti-corruption efforts, and helping children in poverty in the three countries. Those ministries will have to lay people off, reduce services, and scramble to find other funds.

“The Trump administration shot itself in the foot with these cuts,” said Chet Thomas, director of Proyecto Aldea Global in Honduras, which has been forced to stop a job training program that gave teenagers alternatives to working for criminal gangs. “These projects are designed to … reduce the number of people migrating to the US.”

US foreign aid flows through various channels. In many cases, it ends up funding nongovernmental organizations, including Christian relief organizations in the area of Central American known as the Northern Triangle. Many of these address the conditions that cause people to flee their homes and seek asylum, leading to a crisis at the US border. Some ministries work directly with host governments to train national staff and increase the effectiveness of state institutions. Others focus more on community development, often building connections with local churches that don’t trust their government and don’t have many of their own resources.

Justifying the cuts, the State Department appeared to downplay the role of nonprofit groups in addressing migration. “We expect the governments of El Salvador, Guatemala, and Honduras to keep their commitments to stem illegal immigration to the United States,” it said in a statement.

Association for a More Just Society (AJS) lost $2 million in US aid for 2020, forcing it to lay off 42 of 130 people on staff in Honduras. The Christian organization reports it had made dramatic inroads in recent years working with the Honduran government reform its criminal justice system. AJS helped Honduras with an anticorruption sweep of the police force that replaced thousands of corrupt officers and set up several judicial accountability programs.

The group’s focus is on shoring up the integrity in the institutions Hondurans needs to arrest and prosecute criminals, according to Jill Stoltzfus, executive director of AJS. Many Hondurans see no hope in opposing the gangs because they don’t trust the justice system. When they come into conflict with a gang, they feel they have no choice but to flee the country.

That was starting to change as police and courts delivered justice, Stoltzfus said, but it requires consistency. It’s a long process, getting people to trust their lives to systems that have failed them in the past. The presence of a third party has been critical in rebuilding trust.

“So much of this work is trust related,” she said. “Trust is lost when people feel abandoned … which is why AJS isn’t going anywhere.”

According to Stoltzfus, the cuts were “devastating,” but the ministry has also seen God meet its needs. AJC received an additional $500,000 to $600,000 in giving at the end of last year, and some Honduran staff were also able to get jobs with the Honduran government. Still, Stoltzfus said the programs will still look different in 2020 as the organization moves forward with less money and fewer people.

International Justice Mission (IJM) is also dealing with cuts, which makes some recent victories feel bittersweet. In Guatemala, IJM had to layoff 40 percent of its staff, many of whom were Guatemalan. It also had to drastically scale back “Project Sentinel,” which was funded in part by $10 million over four years from the US government.

Shannen Doherty says she is battling stage 4 breast cancer

Shannen Doherty is battling a recurrence of breast cancer that has progressed to stage four, telling fans “it’s a bitter pill to swallow.”

“I definitely have days where I say, ‘Why me?’ And then I go, ‘Well, why not me? Who else? Who else besides me deserves this?’ None of us do,” Doherty told “Good Morning America” on Tuesday. “I don’t think I’ve processed it. It’s a bitter pill to swallow in a lot of ways.”

The actress from “Charmed” and “Beverly Hills, 90210” first revealed she had breast cancer in 2015 and charted her battle with the disease and its remission on social media.

She said one reason she came forward to say it has returned is because her health conditions could come out in court. The actress has sued insurance giant State Farm after her California home was damaged in a fire in 2018.

“I’d rather people hear it from me. I don’t want it to be twisted. I don’t want it to be a court document. I want it to be real and authentic,” Doherty said. “I want people to know from me, I just didn’t want them to know yet.”

In a court filing Tuesday, her lawyers argue Doherty has been forced to pay out of pocket for losses she believes should be covered by her insurance policy. “Plaintiff Shannen Doherty is dying of stage 4 terminal cancer. Instead of living out her remaining years peacefully in her home, Ms. Doherty remains displaced and battling with her insurance company,” they argue.

“We empathize with Ms. Doherty’s health issues and wish her a full recovery,” State Farm said in a statement. “We strongly believe we have upheld our commitment to our customer and have paid what we owe on this claim. We are prepared to defend our position in court.”

Doherty, 48, has been working on the show “BH90210” and kept the diagnosis mostly secret. “People with stage four can work, too. Our life doesn’t end the minute we get that diagnosis. We still have some living to do,” she said.

BGEA Responds as More UK Venues Cancel Franklin Graham: 'We are Pursuing Actions Based on Religious Discrimination'

After facing discrimination in the UK because of his biblical beliefs, a spokesman for Franklin Graham tells CBN News they have decided to fight in court for their religious rights there.

“Since the original venues have broken our legal contract with them, we are pursuing appropriate actions based on grounds of religious discrimination and freedom of speech. The Gospel always faces opposition, so we will prayerfully and boldly continue to press forward so that the Good News of God’s love and forgiveness will be proclaimed in all of the cities we have planned to visit,” the Billy Graham Evangelistic Associaton (BGEA) spokesman told CBN News. 

The statement comes after another city in the United Kingdom has rejected an appearance by Graham to preach the gospel because of his views on homosexuality. However, this has not deterred the evangelist who’s still looking forward to his eight-city tour of the country. 

Wales Online reported that Graham, the eldest son of American preacher Billy Graham, has spoken widely of his view that homosexuality is a “sin” and was booked to speak at the International Convention Centre Wales, Newport, in June, but the event has been canceled.
The Wales event was the fourth of the evangelist’s planned appearances to be canceled. As CBN News reported, the UK cities of Liverpool, Glasgow, and Sheffield earlier canceled their contracts with Graham. 

While one venue in Liverpool has denied Graham access, the BGEA tells CBN News a Liverpool outreach will still take place at a different venue that’s still to be determined.

Over the weekend, Graham, 67, posted on social media that he’s looking forward to “preaching the Gospel across the UK in late May & June.”

“I’m looking forward to preaching the Gospel across the UK in late May & June. Hundreds of churches are praying & planning to be a part of these evangelistic outreaches,” he wrote on Twitter. “People everywhere are searching for something to fill the void in their lives. Jesus Christ is the answer.”

Graham has responded to what he considers the continued effort to bar him from preaching the gospel of Jesus Christ in the UK.

“For some time I have been planning to come and preach the Gospel in eight cities across the UK in 2020,” he told Newsweek magazine. “Hundreds of churches are working with the Graham Tour UK and praying for these events.”

“Some people have said I am going to bring hateful speech to the UK, but this couldn’t be further from the truth,” he asserted. “I’m coming to the UK to speak about God’s love through His Son Jesus Christ. Jesus didn’t come to condemn the world – He came to save it. The Gospel is timeless, and Bible-believing Christians in the UK have proclaimed it for centuries.”

On his website, Starnes also noted the UK’s LGBT community is enraged over Graham’s appearances in their country.

“They say Graham should not be allowed to speak in public venues – citing his belief that homosexuality is a sin and that marriage is between one man and one woman,” Starnes wrote. 

“They said his message that Jesus Christ can changes lives might incite hate and put the gay community in danger. So they launched a campaign to bully and badger government leaders into silencing the American evangelist,” he continued. 

“The rub, I think, comes in whether God defines homosexuality as sin. The answer is yes,” Graham explained in a Facebook post. “But God goes even further than that, to say that we are all sinners – myself included. The Bible says that every human being is guilty of sin and in need of forgiveness and cleansing. The penalty of sin is spiritual death – separation from God for eternity,” Starnes noted. 

Starnes also had a warning for American Christians mentioning that LGBT activists have already conquered the nation’s public schools and gained a foothold in some conservative websites and cable news channels. 

“If we do nothing they will be successful in silencing Christians in the public marketplace. And once that happens – you’d better believe they will come for our church houses,” he wrote. 

Graham is not the only preacher to be banned in the UK. The Times reports Larry Stockstill, a Louisiana-based evangelist, also had his appearance in Edinburgh, Scotland canceled after complaints were received over his biblical views on homosexuality. 

Despite the reports in the British media, the BGEA spokesman told CBN News they plan to go ahead with the tour.  

“The planned Graham Tour is going ahead and is certainly not canceled in any of the cities as some press reports have indicated. The momentum for the Tour is growing throughout the UK by the day. We are continuing to finalize sites for the Tour to determine where the events will take place. In the meantime, all of the preparation events and training programs are continuing as planned,” the spokesman said.

What we are witnessing in east Africa and across much of the Middle East right now is hard to believe.  360 billion locusts are eating everything in sight, and UN officials are warning that this plague of “Biblical proportions” could get many times worse over the next several months.  Desert locusts can travel up to 93 miles a day, and each adult can consume the equivalent of its own weight in food every 24 hours. These voracious little creatures are traveling in absolutely colossal swarms that are up to 40 miles wide, and they continue to push into new areas.  If urgent action is not taken on a massive scale, millions upon millions of people could soon have next to nothing to eat.

I have previously written about the horrors that this plague is causing in east Africa, but many people don’t realize that this plague is devastating crops throughout the Middle East as well.

In fact, the government of Pakistan just declared a national emergency because of these locusts…

The horde of 360 billion insects has laid waste to farmland across Ethiopia, Kenya and Somalia, caused damage in Dijibouti and Eritrea, posing an unprecedented threat to food security.

There are less than 8 billion people living on the entire planet.

So this swarm of locusts outnumbers us by a margin of more than 45 to 1.

And what these locusts want more than anything else is food.  If you doubt the destructive power of these swarms, please consider what the FAO’s senior agriculture officer recently had to say…

“It’s certainly the most dangerous migratory pest in the world, desert locust,” said Keith Cressman, FAO’s senior agriculture officer. “A swarm the size of Rome can eat enough food in one day as everybody in Kenya.”

And some of these swarms are actually bigger than the city of Rome.

I know that may be difficult to believe, but it is true.

In Somalia, officials are calling this crisis “a national emergency” as the locusts consume “huge amounts of crops”…

Somalia’s agriculture ministry on Sunday called the outbreak a national emergency and major threat to the country’s fragile food security, saying the “uncommonly large” locust swarms are consuming huge amounts of crops.

Speaker Pelosi tears up the president’s speech: Three biblical responses to the divisions in our nation

House Speaker Nancy Pelosi of Calif., tears up a copy of President Donald Trump’s State of the Union address.

Yesterday was unusually chaotic even for American politics.

Democratic Party officials announced partial results from the Iowa caucuses at 5 p.m. EST showing Pete Buttigieg and Bernie Sanders in the lead. Their statement came nearly a full day after the results were delayed due to reporting issues. Four hours later, President Trump began his State of the Union address. 

He became only the second president to do so while under impeachment. The atmosphere in the room was unusually tense and partisan. 

The president handed copies of his speech to Vice President Pence and House Speaker Nancy Pelosi. She extended her hand, but he turned away without shaking it. She then introduced him, but not with the customary, “Members of Congress, I have the high privilege and distinct honor of presenting to you the president of the United States.” Instead, she said simply, “Ladies and gentlemen, the president of the United States.” 

During the speech, the president honored a Tuskegee Airman and his grandson who intends to become an astronaut. He welcomed home a soldier who reunited with his family for the first time in months. The speech recounted remarkable economic good news and called on Congress to make progress on a variety of fronts. 

Then, at the conclusion of the speech, the Speaker of the House stood, took her copy of the address, and tore it in two. She said later that she destroyed the speech “because it was the courteous thing to do considering the alternatives.” She added that she was “trying to find one page with truth on it” but “couldn’t.” 

My purpose in responding today is emphatically not to advance a partisan agenda. I would offer the same response to last night’s divisiveness if the president were a Democrat and the House Speaker a Republican.

“It’s certainly the most dangerous migratory pest in the world, desert locust,” said Keith Cressman, FAO’s senior agriculture officer. “A swarm the size of Rome can eat enough food in one day as everybody in Kenya.”

And some of these swarms are actually bigger than the city of Rome.

I know that may be difficult to believe, but it is true.

In Somalia, officials are calling this crisis “a national emergency” as the locusts consume “huge amounts of crops”…

Somalia’s agriculture ministry on Sunday called the outbreak a national emergency and major threat to the country’s fragile food security, saying the “uncommonly large” locust swarms are consuming huge amounts of crops.

Leading on the Emotional Plateau

Shepherding a church comes with plenty of highs and lows. Some days feel like a roller-coaster ride right after eating two pounds of funnel cake. But leading a church isn’t just peaks and valleys. Plateaus exist. Plateaus can last for a long season. In fact, plateaus are more common for most leaders. The highs and lows are simply more memorable—they stand out more. We talk more about them. 

These plateaus are not necessarily connected to the leader’s emotional state. These plateaus are not necessarily connected to the (spiritual or numerical) growth and decline of a church, though average attendance Sundays often elicit a “meh” type of response. 

By plateau, I am referring to the tone of an entire congregation. While the church leader’s attitude will inevitably filter into the church with time, sometimes the attitude of the church hits pause. No church can sustain peak passion. No church should perpetually stumble in the valley. And most every church—rightly or wrongly—will experience a string of typical weeks, if not months. The collective sentiment of the church can stall between a high and low. And the people of the church may feel as if they’ve paused emotionally. What are some things leaders can do while leading on the plateau?

Shannen Doherty says she is battling stage 4 breast cancer

Shannen Doherty is battling a recurrence of breast cancer that has progressed to stage four, telling fans “it’s a bitter pill to swallow.”

“I definitely have days where I say, ‘Why me?’ And then I go, ‘Well, why not me? Who else? Who else besides me deserves this?’ None of us do,” Doherty told “Good Morning America” on Tuesday. “I don’t think I’ve processed it. It’s a bitter pill to swallow in a lot of ways.”

The actress from “Charmed” and “Beverly Hills, 90210” first revealed she had breast cancer in 2015 and charted her battle with the disease and its remission on social media.

She said one reason she came forward to say it has returned is because her health conditions could come out in court. The actress has sued insurance giant State Farm after her California home was damaged in a fire in 2018.

“I’d rather people hear it from me. I don’t want it to be twisted. I don’t want it to be a court document. I want it to be real and authentic,” Doherty said. “I want people to know from me, I just didn’t want them to know yet.”

In a court filing Tuesday, her lawyers argue Doherty has been forced to pay out of pocket for losses she believes should be covered by her insurance policy. “Plaintiff Shannen Doherty is dying of stage 4 terminal cancer. Instead of living out her remaining years peacefully in her home, Ms. Doherty remains displaced and battling with her insurance company,” they argue.

“We empathize with Ms. Doherty’s health issues and wish her a full recovery,” State Farm said in a statement. “We strongly believe we have upheld our commitment to our customer and have paid what we owe on this claim. We are prepared to defend our position in court.”

Doherty, 48, has been working on the show “BH90210” and kept the diagnosis mostly secret. “People with stage four can work, too. Our life doesn’t end the minute we get that diagnosis. We still have some living to do,” she said.
