Charles Ferris, a Conservative Councillor said: “Aggressive begging has got out of control and it’s putting people off going to the city centre.”

Newport’s City Council already  bans aggressive begging in its Public Space Protection Order, introduced in 2015, which says: “Begging in a manner which is aggressive or intimidating, or which harasses members of the public.”

However, the boundary would be a new idea and could see beggars get arrested if they disobey the rule. 

Just 61 responses to the idea resulted in a 70 percent vote in favour of a blanket ban on begging in a public consultation. 

According to Wales online, Chris Evans, an Independent Councillor said: “When you move these vulnerable people from the cash point, where are they going to go? It’s pointless. We’re talking about people, kids in some instances.”

Kevin Ward, manager of the Newport Now Business Improvement District, added: “We don’t believe a blanket ban is the right way forward.

“The PSPO shouldn’t be used as a blunt instrument against the most vulnerable in our society.”

The Most Rev Justin Welby will officiate the highly anticipated ceremony on May 19, but even the Church of England’s most senior cleric is not safe from the nerves of the big day.

Speaking on BBC Coventry & Warwickshire he told of how he is preparing for the ceremony.

Mr Welby said: “I’m always nervous at weddings because it is such an important day for the couple – whoever they are.”

“I’ve made a couple of cack-handed mistakes over the last couple of weddings I’ve been involved in and I’m thinking this is probably not a good moment to make it a hat-trick.”

He has previously admitted to fearing he might drop the ring during the service

When asked by presenter Lorna Bailey how he’s preparing himself, the Archbishop said a line from grime artist Stormzy’s song, Blinded By Your Grace, was helping him in the run up to the nuptials.

Mr Welby explained: “There’s a line in that – ‘I stay prayed up and get the job done’ – I think that sort of sums it up.

The Archbishop, who is the second most senior figure in the church after the Queen, who is supreme governor of the Church of England, has already had an instrumental role in preparing Ms Markle for the wedding.

In March he officiated as she was baptised and confirmed into the church in a secret ceremony, describing it as “beautiful” and “very special”.

The conference, running 7^thand 8^th May, was opened by the next Bishop of London, Dame Sarah Mullally and has people from all spheres, not just church leaders, and welcomed people from finance, education and business. 

Pete Wynter, the curate at HTB’s Leadership College in London told Premier: “we’re expecting people from all over the world actually, although primarily it’s people from the uk…people from all denominations.”

Pete explained the aim was: “trying to help inspire confidence and help people work out ‘what does it look like for me to really take a lead and to influence in whatever it is that God has called me to lead in?’”

He added that it was also: “trying to mobilise the church in this country and other nations that will be joining us to continue to step out, continue to tell people about Jesus, continue to raise our heads and speak with confidence about all that he’s doing in our day and all that he’s going to use us to do as well.”

25 people were killed in First Baptist Church, including one woman who was pregnant and another who was the pastors’ daughter.

The shooter, Devin Patrick Kelly, was then gunned down by bystanders with guns.

Half of those killed were children and the church is now a memorial to those who died during the Sunday service.

Six months on from the day which shook the congregation, the ground was broken to “celebrate the lives that our friends and family lived”, according to Sherri Pomeroy from First Baptist Church.

She told San –Antonio Express News: “’We purposefully planned this groundbreaking on today’s date, to help us remember to celebrate the lives that our friends and family lived, not to dwell on the manner in which they died.”

The first dig of the building project was celebrated in a marquee behind the church with worship music, led by one of the survivors, and a baptism led by the Pastor, Rev Frank Pomeroy.

The paperless system started to roll out on May 1.

Officials said more than 1,000 petitions have been issued during a testing phase, and nine in 10 people were “satisfied”.

A spokeswoman said during tests fewer people had made mistakes when filling out forms.

“Court staff currently spend 13,000 hours dealing with complex paper divorce forms, but this simpler and less technical online service has already contributed to a 95% drop in the number of applications being returned because of mistakes, when compared with paper forms,” she said.

“This means only 0.6% of forms have been rejected since January.”

Justice Minister Lucy Frazer added: “Allowing divorce applications to be made online will help make sure we are best supporting people going through an often difficult and painful time. More people will have the option of moving from paper-based processes to online systems which will cut waste, speed up services which can be safely expedited, and otherwise better fit with modern day life.”
